item was as described brand new. Only problem was the PSU failed self-test when plugged in. Vendor suggested refund rather than return and replace. Was not aware of the item coming from China. In order to facilitate (shipping time) upgrade to my PSU the suggestion was accepted and a different modular PSU was ordered (Segotap (650WSFX) that fit Optiplex 7040 for about the same price.The time for back and forth e-mails and time difference between US and China main reason to cancel and accept
