The seller decided AFTER I paid, that the item was defective and shouldn’t be shipped. He then issued a PARTIAL refund, keeping my money!? How does a seller get to misrepresent the quality of the item, determine after the item has been paid for, that item isn’t as described and then arbitrarily keep a buyers money? He could do this repeatedly and make money without ever selling anything!
