Seller represented item as "New". Wires had been cut, allegedly for " testing". Why would a manufacturer supplied item need to be un-packaged and tested? Seller provided an unsatisfactory explanation, insisted the item was new (despite my reciting the eBay definition of "new") and refused to consider a refund. To seller's credit, seller did offer to accept a return even though seller claimed "returns not accepted", but I did need the item and was not willing to pay for return shipping.
