      17 days after the purchase, I inform seller that the item has not arrived, seller responds "We are really sorry to inform you for that your order has been damaged in the transit if you want we will refund you.". He didn't offer to send a new one even though he continued to sell same product, but at a 70+% higher price. He should be giving refunds automatically when he fails to deliver, but instead he says "if you want we will refund you" as if he expects some buyers won't want a refund.
