Item came as advertised. I put in on non-OEM hitch so it needed a "little" help going on. Other than that it fit and looks good. Of note, my frame was replaced several years ago so the attaching bolts came out fairly easy. Like other commenters have said, everything is very rusty. After a lot of research here are the additional bolts you will need. M12x1.25x40 (14 each). I purchased from Belemetric.com and 90119-A0194(2 each) and 90178-A0056(2 each) for the step bumper (Toyotasouth.com).

Welded nuts were not flush, it made it very hard to get bolts started. One bolt had a weld bead totally blocking the bolt from going through. Paint is thin but coverage was good. The actual fit is not that of oem by far.
