The iPad mini is factory sealed and never opened or turned on. This was part of very first batch of iPad mini made potentially containing iOS 6.0 as it was manufactured around 4th of November 2012. The box has been open and the charging cord is missing, although the charging brick and paperwork are new and sealed. See pictures.
