Seller said I should have sent it back and let them correct the problem and has declined to refund the excess postage. He used a shipping method that was invalid. As a user on Reddit says; "The only reasonable option is to refund the buyer the difference, if not more. Anything else would be an absolute incorrect and bad move."
I will, of course, NOT purchase anything from this seller again.
