Scammer at worst, very dishonest at best. I bought a TV that was advertised as "Color" and "Working". It turned out to be black and white and broken. It took many messages to get a response. And more messages to try get my money back, even after the unit was received ("its coming", "I sent the money today") But no money actually got refunded until I got ebay involved. Which is pretty scammy.
