Seller has good communication and the pack was, upon first inspection as described, however once the cells were harvested they all showed 1.6v or lower which of course means they are damaged. 18650 like this should not be taken down below 2.4 volts, it damages them. About half the cells were able to charge up to normal voltages and can maybe be used in flashlights for awhile. For building a pack they were just too depleted. Seller description says "like new" which is not the case.
