Ended up buying a reconditioned unit with warranty for $600.00 & fitted that instead without any problems. An expensive lesson.

Turns out it was a torn diaphragm inside converter . If you have the same problem blow down on the outlet hose there should be little pressure resistance. If there's air flowing freely then your diaphragm is torn .
