The author gets his point across that's it isn't heresy to take and established pattern and change or tweak the way it's made. This is the mark of an intelligent fly tier, rather than continue to throw a pattern that should work but isn't at a trout. It's O.K. to change something to figure out what it will take to get those knowledgeable fish to accept your offering. He then goes on to show you examples of what he has done that proved successful.
