This is just one Thermoelectric Peltier device.
Remember this only has one Thermoelectric Peltier device even though there are 2 heat sinks and 2 fans. One side has the Thermoelectric Peltier device the other side is a piece of double sided tape that looks like a Thermoelectric Peltier device with no wires. There is no reason for the fan nor heat sink on the double sided tape side, unless it is to deceive.

The water does not stay enough time in chill part so it tooks 4 hour to chill 1 gallon of water from 22 to 18....
