I contacted seller and he messaged me back quickly that due to new regulations all batteries had to be in child proof packaging. I returned the item, and seller promptly issued a return of funds. I only blame seller for not mentioning this issue. Nor did any other seller. Seller apologized for my inconvenience said do eBay return if I chose.
