The pipe heaters did their job
I tie wrapped the pipe heater to my copper water pipe and plugged it in. I had to swap out the electrical outlet for a GFCI type outlet. I plugged it in and after a couple of minutes I could tell it was getting warm. Within a couple of days the temperature got down to 18F and I had no frozen pipe. Seems to work really well.
