This is not about the seller, but more about the item design - the fan seemed a little loud. Found how the fan snapped into a plastic housing, that snaps onto the metal chassis - the fan wasn’t held in place perfectly tight, so vibration making it rattle a bit was the extra loud humming. Fixed by cutting strips of electrical tape and affixing to the fan on the face that faces the plastic housing, to act as a bushing. Quieted it.
