I notified the seller of all this but have not heard back from them.

The shipper used the wrong shipping code which underestimated the cost of shipping. USPS caught the error and charged the difference collect to me. I asked about charging the shipper and they informed me that since it was a shipping error that that I should take the issue to the shipper.
