I asked the seller, and they declined to do so. They just said, take it up with eBay. Seller did not but continued to request I issue a partial refund which Ebay does NOT allow. I communicated this as much and also verified with the USPS tracking number that they stated it was undeliverable. Nothing was written about extra postage needed. I did in fact pay for more postage out of my own pocket myself to intially send it to purchaser as I had not put enough postage on the listing. Again, purchaser did not open a case with Ebay.
