The reason why I'm leaving neutral is because when testing the graphics card with games the card will shut off, opening the card reveals that there was no thermal paste on the GPU die, which is very unusual and concerning. Luckily I had thermal paste already so it was no problem. The card works perfectly fine now even with extensive testing but on a person without computer knowledge, the card would have been described as damaged.

Seller has been difficult to issue back refund on a lost package resulting me having to escalate claims case with ebay. Seller needs to be responsible when customer has been patient weeks passed the deadline
