When I advised her item incomplete and wanted to return, she initially said the part missing cost extra, then said it was OK to return even though she 'usually doesn't allow returns'. Buyer was requesting something to be shipped that was sold separately and not included with this purchase. A refund was not given because it was sent back without opening a return through eBay. A request for a refund was submitted after two months of purchase and the help desk at eBay advised me not to refund since it was outside of the 30-day return window. This feedback is completely unfair as item was as described and I just followed what eBay told me to do.
