I am going to be as polite as possible here. A 9 speed shifter has 8 distinct clicks as 9th is the bottom default gear, same as a 10 speed shifter would have 9 distinct clicks. If you do not know how something functions, learn instead of blaming others for your lack of knowledge. It functions perfectly.

Overall good vendor, some improvement opportunities: use eBay communication channel, they didn’t respond my messages but I found them phone on internet and therefore was alright. Packaging was not the original and looks like parts moved all around the box when traveling, fortunately nothing broken but could be .
