The power supply that I received appeared to be in new condition and it fixed the problem with my computer fans running at full speed. After researching why my computer fans suddenly ran at full speed and my computer failed to boot up, I learned that others had similar issues which got fixed when they replaced the power supply. It is hard for me to assess the other reason why my computer still wouldn't boot up though.
