The hoops are as described and photographed: new. The seller posted two pictures of the hoops with their tags and one magnified picture of the tightening device. A closeup photo of the back of the tag would have been helpful as well. However, I was happy to find that these hoops had been manufactured in Taiwan, not in mainland China.
