The patch was placed inside a plastic 'sleeve' (possibly to avoid moisture / water damage), then placed between a folded over, very heavy-weight paper (possibly to avoid bending), with the plastic ‘sleeve’ taped with double sided tape (to eliminate the patch from sliding around inside of the envelope).
