The best costs a little more, but you don't have to buy it twice. I build HTPCs and for this purpose a computer has to run cool and be quiet. No one should hear a cooler speed up and slow down while they're streaming a movie, playing a game or watching a Blu-ray. I've tried other coolers that claimed to be quiet, but weren't. I'd read that Noctua prided itself on being effective and quiet, so I tried this cooler. I no longer need to wonder how loud the CPU cooler will be when I start a build for the first time, it's a little more expensive, but a predictable positive result is worth it. The packaging is a work of art and brute squad proof. For my AMD processor, installation was easy, with clear instructions.
