I have been a buyer and seller on Ebay since 1998. I should have known better and listened to the negative feedback. Seller never sent purse; refused to answer emails
I opened case with Ebay and got a message from seller that "I will check into this and get back with you in an hour"............never did. Today April 2nd, (2.5 weeks after purchase) Ebay says they are refunding full purchase price including shipping. I would like to know if there are penalties for seller's behavior.
