On doit considérer qu'après l'élaboration du code de travail marocain en 2004, la question est restée de savoir à quel point sa traduction sur le champ du travail serait fructueuse, juteuse et rentable. En effet, une appréciation de sa possibilité d'être appliqué avait été vérifiée avant même sa position. Toutefois, après son utilisation, plusieurs complexités sont apparues au niveau de sa mise en oeuvre. Les entreprises ont du mal à s'y assujettir, vu sa nature astreignante, parce qu'on voyait en lui une difficulté au cumul de gain. Ce problème faisait obstacle devant l'organisation des rapports entre employeurs et salariés. Par la suite, les entreprises marocaines, sont convaincues que le respect et l'application juste de la législation du travail, constitue une garantie considérable à leur prospérité à long terme. Le Maroc a fait des efforts très marquants pour l'adoption de la politique de l'ouverture sur le marché européen à travers les accords de libre-échange. On constate donc que, le gouvernement marocain, avec bien sur l'aide des organisations professionnelles, s'efforce et s'escrime à planter les jalons de la sécurité sociale.
