My address is a United States address but with the military. It goes to New York and the military transports the item to the overseas Post Office. The sender only pays postage to New York.
The sender is required to complete a customs form regarding the item description and value.
So……no issue with the address…..perhaps the seller is not aware of Armed Forces addresses..__or did not wish to spend 3 minutes to complete a customs form.
