I was able to just insert my Spectrum SIM card and activate it, it is not a locked phone, but it is band-limited to only LTE 2/4/5/13 which means it only works on Verizon and Verizon MVNOs like Spectrum, and using AT&T/T-Mobile is a practical no. Attached is a photo of the supported LTE bands, and the Home screen at the "small" display size.
