You can remove the clips, which retain the wheels, by positioning the clip's ends/eyes at the axle flat and carefully slipping them off with a small plain bladed screw driver. Then note the wheels go on with the flat disk sides slipped on first. The clips can then be slipped over the axle onto its groove; and by tapping the clip's sides to make sure the clip is in its groove.
