Peculiar tool, really useful when you need it.
These "socket caps" are just a way to attach a bolt head to a socket, for those few times that you can fit in a socket, but not a ratchet (or you only have the wrong size drive ratchet, or you have to grab it from the side with pliers) They give a little bit more reach, for fingers, pliers, or another socket to attach to....and turn...the nut or bolt head. It's an unusual tool, but pretty inexpensive and very useful in those rare cases that nothing else in the tool box will reach a nut or bolt. It'll probably sit in the tool box for 5 years, then really save you when you need it.
