I understand that this is a 20 year old console and shipping environment is harsh- I do not blame the seller for the inoperative fan. The console was packaged well and only overheated after about 45 minutes of playtime, he can't reasonably be expected to be responsible. A replacement was $9 and I easily changed in in about 15 minutes.
