It is brand new, as you said lightly tested, it could have been from shipping or when you're unwrapping the package. The brushes were brand new, unused Chanel brushes.

This skirt is definitely not "New". The staining on the inside of the waist band was a giveaway that this skirt has been worn. Alot. I immediately sent to the dry cleaners and the staining came out. But the overall color of the skirt is faded, not as vibrant as pictured. I don't recommend this seller.
