    Unfortunately, this buyer does not understand that when you place an offer on an item on eBay, you are entering into a binding contract to purchase said item and, if the seller accepts your offer, eBay (not the seller) will automatically charge the buyer's payment on file. That is exactly what happened here. I did not charge this buyer's card, eBay did after I accepted the seller's offer. What I am guilty of is: Accepting the offer from the seller and shipping the order timely.
