Correct. This is why I offer free returns. All I can gather is there's nothing wrong with the seal (you didn't send a picture and you only demanded I send you more parts for free). If it's not worth it to you to return, that's your choice.

This order was placed through Ebay's global shipping program. These cylinders managed to arrive to the US from Brazil safely, and my packages are insured. If there was damage before it went to Ebay's third party, I would have been notified. The buyer however hasn't responded to my messages about this.

After messaging the buyer, it was revealed that the delivery address was just a storage place for the buyer who lives in Canada and traveled to the US to pick this up weeks after delivery was made. It's odd to me that the storage place would receive an obviously damaged package and not alert the buyer. I think it was damaged after delivery. I insure my packages against damage just in case but that doesn't work if you buy in the US and want to return from Canada though.
