According to FCC rules, the radio is locked-out part of VFO (Frequency) by default.
TX frequency is 144 to 148MHz,420 to 450MHz
You can try to unlock the range.
Please turn off the radio first. Then please long press PTT + Moni button + VFO/MR button + turn on the radio at the same time.
If it powers up with the message "Factory" you may have made it.

Item was shipped with box already damaged, No signs of outside packaging damaged so this tells me box was ship already crushed..missing pcs. Co.offered $3 refund will not buy again... ask for replacement battery which was $5 as told by them instead of $3 refund but no...the compensation that was asked was minimal ..maybe next company would show more care for buyer
