I contacted the ebay seller that this turned out to be a word-processing print-on-demand copy of a public domain work re-registered under a new ISBN. The copy has messed up pagination because they just kept the Roman numerals from the introduction clear through to the end of the book (CCLXX). The seller did not reply. The copy was technically in newly printed condition but it was not as useful as a readable copy of the author's real book.
