I was excited to see a small solar panel in just the right size for my outdoor project. This one fits the bill, and seems to be very tough as advertised (though I won't be durability testing it). Heart of the Sun Solar communicated swiftly saying the panel wouldn't ship while he was away, but remained responsive and shipped the item out promptly when he returned on the 16th of September. I look forward to sourcing mini PV cells from this seller for projects in the future.
