Here’s the problem (my pipe is 1 inch in diameter) at the top of the mask. Your center hole is 1 3/4 “ across to large would be too sloppy to hold a 22 pound wind generator. The base across is 4” that ok. The (height is 2”) that ok. You said it was 4” not so it is 2”.
