Let the buyer beware. This cake eyeliner does not dissolve in water--too coarse and grainy to apply on eyelids. I read negative reviews about this eyeliner's drawbacks, but I didn't take them seriously. Now, I've spent $23 for a product I can’t use and can't return (seller’s policy is NO REFUNDS).
