This is the nature of Analog Radios and Police Scanners. Not all areas in the US are capable of picking up ANALOG frequencies. Some buyers are never satisfied though. Instead of shipping a product that won't work in their area, I typically notify the buyer that the scanner won't work for them, and suggest them a digital radio capable of picking up P25. Ebay shouldn't allow buyers to leave reviews if I canceled the order..
