They are 22mm osd width, so, your 23c tires will fit and ride well. My set came with 4 extra spokes/ripples, a spacer for 10-speed cassettes and rims were taped. I had absolutely no spoke unwinding pings on first couple rides. They appear to do a good job of stress relieving spokes during the build.
