I plugged this into a Dell 3060 SFF MB after removing the i5 CPU. The first attempt at booting yielded an audible error code 2 - 7.
After removing and cleaning both sides of the i7-8700, the Dell booted perfectly.
This could have been caused by a nearly-discharged CR2032 BIOS battery. I am replacing that next week.
In the meantime, the PC is working very well, and faster.

Issue on one of the two CPU's may have just been from poor packaging. Seller was responsive to my issues and accepted some constructive feedback, made the best of what could have been a poor experience.
