Either I don't understand how the top of the cartridge is meant to be read, or the PCB was installed backwards. With the cartridge inserted "Dead Test" text right-side-up as viewed from the front of the computer, the diagnostic UI came up. Easily fixed with a screwdriver by opening up the case, rotating the PCB and reassembling.
