I feel this was due to an insufficient amount of packing material allowing the heavy boxes inside to move around inside and cause the outer box to break. The inside boxes were slightly damaged per the pictures but all of the parts were inside and the shocks look undamaged. The price and shipping speed are what prompted me to buy from this seller, the issue was minor.
