Like the other 4th edition Power books, this is only useful if you have the 3 core books, and in this case, Player's Handbook 3. I happened to have those and a Psionic character in my campaign, so I looked for a good deal on Psionic Power, found it for $10.79, and bought it. I had all the other Power books, so my collection felt "incomplete" without this. If you're like me and like to collect D&D books, it's a must-have. I wouldn't recommend buying it at the MSRP of $29.95, but if you can find a good deal I did, go for it. I'd also highly recommend it if you have any Psionics in your campaign, but without those, there's little to no reason to get this book.
The power series are the best 4e rulebooks outside of the core 8. They add a ton of depth and interest to character creation.
