AN ACT to provide for the payment of gratuities and annuities to the soldiers of the war of eighteen hundred and twelve, and to their widows.-(W. I. HALL ) 1. Hereafter all applications for gratuities, annuities, or pensions, on account of miliservices rendered in the war of one thousand eight hundred and twelve, or as the widow of such soldier, shall be made to the auditor general; and before any such claim, made by the soldier himself, shall be allowed, it must be made out in substantial compliance with the following requirements, rules and regulations: _ I. It must satisfactorily appear that the claimant was, at the time of such service, and at the time of the application, a citizen and resident of Pennsylvania. II. The applicant must make an aflidavit before the court of common pleas of the county in which he resides, that he served at least two years as a soldier in said war, or that he Was wounded or otherwise disabled whilst in said service, or that he was in actual engagement with the enemy, giving name and place of such action; which aflidavit shall be attested by the prothonotary under the seal of said court; or in the event of the applicant being too sick or infirm to attend the court, the aflidavit may be made before an alderman or justice of the peace, and shall be corroborated by the oaths or aflirmations of two respectable witnesses, showing such sickness or infirmity.
