Great for EV chargers where the weight of the charger or cord might pull the plug out of the wall. The picture implies the plug rotates or can go off in any angle. It can't (without filing away some plastic). Out of the box it's keyed to work with the ground at the *top* and cord coming out the bottom. 240V outlets should always have the ground on top. This is to solve the 'coat hanger problem'. If any bare metal, like a coin or coat hanger, falls between the plug and outlet, you want it to touch ground first. Strip the wires, so the ground is a bit longer than the other two. Otherwise, it's harder to screw the cover on.
