  the item was packed in a flimsy, unsealed, plastic bag and no instruction page. It was shipped in a makeshift cardboard box. Upon opening the package, assembling the item; the 3 wheels did not light up as advertised. I "contacted the seller" about lighting the wheels and have had no response yet. I can manually spin the wheels and notice some lighting function in 2 of the 3 wheels but not the 3rd one. If I can return the faulty item with no shipping costs, I will. What is that process?
