Commander Hess was the official Veterans of Foreign Wars Department Historian for the state of California 1936 - 1947! On May 18, 1918, he and other members of his gun crew were the FIRST American battery to take down a German plane in France. Other positions include Commander of Olympic Post 2317 for the Los Angeles 1932 Olympics, Commander of multiple VFW posts, and high level positions in the Disabled American Veterans, American Legion, Women’s Ambulance & Defense Corps, Alhambra Auxiliary Police. In addition to military related efforts, Commander Hess was was the official photographer for the California Missions.
