Seller advised me to follow Ebay policy by filing a claim. I cautioned him that many sellers ask buyers to resolve the issue with them before contacting Ebay. UPS requires shipper to file a claim not the recipient. Went back and forth a few times. In the end, seller voluntarily issued a full refund which saved me tons of time and aggravation to deal with UPS and AMEX.
